Fuel poverty affects 5.4 million households in the UK and that figure is expected to rise, according to National Energy Action (NEA).
The organisation's warm homes campaigner Maria Wardrobe said that people suffer fuel poverty because of poor energy efficiency in the housing stock, low household income and most significantly, "unprecedented increases" in energy prices.
But she added: "Energy efficiency is one we can do something about and is a long-term sustainable solution to fuel poverty."
According to Ms Wardrobe, fuel poverty cuts across all sectors of society - not just the elderly - and everyone suffers health effects from living in a cold home.
Although the government set out to tackle fuel poverty, with the aim of eliminating it from vulnerable households by 2010, it has already conceded that the target cannot be met.
The NEA has claimed that energy prices have almost tripled since 2003.
But according to government inflation figures released this week, the cost of home heating oil has declined by 14.5 per cent since last month.
